Didn't I see this letter last year?
If you are at the same address now as you were last year, the answer would be yes. This is the fourth year of THPRD’s Voluntary Annexation Program. We have received a positive response to our program during the past three years and many area residents have asked how they can annex into the Park District.
What if I don't want to annex?
This program is completely voluntary. If you are not interested in annexing into the Park District, simply disregard this mailing and application form. Nothing will change.
What park district do I belong to now?
Your property does not currently belong to any park district. It is in an unincorporated area of Washington County. If you choose to annex, THPRD will become your park and recreation service provider.
What are the benefits of becoming "in-district?"
Property owners annexing their property into the Park District are eligible to:
Enjoy priority registration for classes and programs.
Vote in Park District elections.
Participate in Park District advisory committees.
What does it cost to annex into the Park District?
There is no direct cost to apply for annexation into the Park District. THPRD will pay for all annexation fees. Once a household becomes “in-district,” the owner’s property taxes will be adjusted accordingly. The current tax rate is $1.43 per $1,000 of assessed (not market) property value. For example, a property assessed at $190,000 would pay $271.70 a year in Park District taxes.
If I annex now, when will I be considered "in-district?"
Your household will be considered “in-district” in the spring of 2009, once Washington County has approved the Annexation Resolution and Order. You will be notified by mail when the process is complete. Last year, the process was completed in April.
By annexing into the Park District, am I annexing into any other service provider boundary (such as the City of Beaverton)?
No, you are annexing into the Park District only.
What do I need to do to be included in the Voluntary Annexation Program?
To be a part of this process, simply fill out and sign the application form included with the enclosed brochure and mail or fax it back by September 8, 2008 to the address/fax number listed on the form. Please note that no annexation requests can be taken over the phone.
How can I be sure that my application was received?
Once your annexation application is received, the Park District will mail you a confirmation postcard notifying you of important upcoming dates. If you submit your application and do not receive this postcard, please call or e-mail for confirmation, using the contact info at the bottom of this page.
Is there anything, other than submitting the application, which I will be required to do for the Voluntary Annexation Program?
As part of the process, there may be a public meeting/annexation sign posted on or near your property. This is part of Washington County’s requirements for the annexation process. You may also receive a letter from Washington County regarding the annexation process.
What if I submit my form and then change my mind and wish to withdraw from the annexation process?
Participants in the Voluntary Annexation Program may withdraw from the process up until September 19, 2008. Once a property has been annexed, the “in-district” status and related tax are permanent. The “in-district” status will remain with the house/land regardless of future sales or property subdivision.
What if I don't want to receive this type of mailing anymore from THPRD?
Simply complete the brief form on page 2 of the enclosed letter and return it to us.
