PLANNING AND DEVELOPMENT
The goal of the Planning and Development Department is to work with district residents and regional agencies to provide new and improved parks, recreation areas, natural areas and open space tracts to meet the needs of our community.

COMPREHENSIVE AND TRAILS MASTER PLAN UPDATES
THPRD's Comprehensive and Trails Master Plan Updates were approved by the Board of Directors in November 2006. These updates serve as a guide for how the Park District will acquire, develop, operate and maintain land, facilities, trails and programs over a 20-year period. It should be updated every 5-10 years to assure that goals, objectives and recommended actions continue to reflect the changing needs of the Park District, its patrons and the community at large. Since the original plans were completed in 1997-1998, conditions in the Park District have changed significantly. A substantial amount of new development has occurred, the population demographics have changed, and the character of park, trail and open space needs have shifted to accommodate the development and demographic changes. In addition, park and recreation planning and operation and maintenance practices in this region and across the country have evolved. As a result, much of the factual information in the original Comprehensive and Trails Master Plans has been updated or replaced, and a new look at a variety of issues has been undertaken to assure that the Park District continues to meet the changing needs of its constituents.

RECENTLY COMPLETED PROJECTS

Kaiser Woods
The first phase of improvements at Kaiser Woods was completed in 2003. The new site amenities included a playground with a multi-use climber and swing set, picnic benches and an overlook bench. All of these were welcome additions to the 31-acre park.
Phases 2 & 3 have been completed and include grading, landscaping, and installing site amenities (benches and trash receptacles) and additional multi-use trails.
Rock Creek Trail Extension
The Rock Creek Trail Extension project extended the Rock Creek Trail north to College Park. The project featured construction of a 700-foot-long multi-use asphalt trail and a 75-foot-long boardwalk/bridge structure over Rock Creek. It also included installation of landscaping along both sides of the trail. This trail and bridge over Rock Creek are key elements in the eventual connection of the Rock Creek Trail system with recreation facilities at the PCC Rock Creek Campus.

The Bluffs Park: Phase I
Phase I of the Bluffs Park is complete. New site amenities include a six-foot-wide gravel path from the Haskell Court entrance to the open meadow area in the park, which includes a swing set, play structure and bench. The new trail alignment has also been enhanced by native plantings. If you would like to visit the newly enhanced Bluffs Park, the entrance to the park is off Haskell Court. The residents of Hideaway Condominiums ask that you avoid using their private driveway for park access.
Camp Rivendale
The Camp Rivendale Improvement Project, Phases II and III, is complete. Phase I, which included the construction of a new restroom, was completed in the spring of 2003. The components of Phases II and III included regrading the playfield and pathways to make them ADA- accessible and constructing a new shelter and restroom facility adjacent to the field. Construction is complete and the new amenities are in use by the Camp Rivendale Summer Camp participants and staff.
HMT Synthetic Turf Field #2
The installation of the second synthetic turf field at the Howard M. Terpenning Complex (158th & Walker Road) is complete. The location, primarily used for soccer, lacrosse and football, hosted its first game on Saturday, October 1, 2005. The synthetic turf field provides a year-round, all-weather, sustainable playing field while lowering time spent on field maintenance (mowing, fertilizing, seeding, etc.) to allow for the best possible sport experience.
Westside (Beaverton Powerline) Regional
Trail — Schuepbach Park
In partnership with Sprint, the Park District has installed about 800 linear feet of the Beaverton Powerline (Westside) Regional Trail between Davis Road and Village Road. It is a 10-foot-wide paved trail that is ADA-accessible and will connect to the next segment of the Westside (Beaverton Powerline) Regional Trail currently under design. When completed, the two segments together will extend from the southern end of Schuepbach Park north to the Park District's Nature Park -- an additional two miles of completed trail. The southern end of the Schuepbach Park section abuts the Mt. Williams property and will eventually connect to the regional trail as well as a park that will be constructed in the future.
Howard M. Terpenning Complex Playground — Ph. II
The Park District has completed an expansion of the existing playground facility at the Howard M. Terpenning Complex (158th and Walker Road). The new play area, on the west side of the original structure, is for children 2-5 years old. It expands the available play area with new equipment that offers climbing features, slides and monkey bars. Also included in the playground expansion are new swings, benches, and a shade structure.
Conestoga Backyard — Phases I & II
The Conestoga Recreation and Aquatic Center has completed the expansion of its "backyard" play area. Phase I was completed in June of 2005 and included adding a sport court with one basketball hoop and backboard and the installation of a retaining wall along part of the sport court's berm to allow for wall ball. Phase II was completed in the fall/winter of 2006 and included leveling the southern lawn area for sport play and the installation of a restroom facility adjacent to the existing playground.
Tualatin Hills Tennis Center — Air-Supported Structure
The Park District completed installation of a second air-supported structure over the outdoor courts at the HMT Recreation Complex's Tennis Center (158th & Walker Road). The new air-supported structure, installed adjacent to the existing air structure, provides the Tennis Center with four more covered courts to increase available playing hours during the winter months. Both air structures will be removed and stored in the early summer to allow for outdoor tennis.
