THPRD History


Bond responds to high growth, usage

The THPRD Board of Directors has placed a bond measure (34-156) on the ballot this November.

It’s a big step, moving forward with a measure that would increase taxes. Some people – maybe you – have asked why now when so many other costs are rising? Why not wait?

It’s a fair question, one we debated before deciding to place the bond measure on the ballot. In the end, it came down to our view of the need for Park District services now and in the future.

Simply, we believe it’s important to provide parks and recreation to more people within the District. The last District bond measure approved by voters was 14 years ago, in 1994. Since that time, population within THPRD’s boundaries has grown by 28 percent, or 47,000 people, generating more users of District programs, services and facilities.

A comprehensive plan completed by the District in 2006 identified deficiencies that still exist.  Many District residents and neighborhoods are not served by District facilities and programs. In 2006, Portland State University forecast that within 20 years, population within the District will increase by another 30 percent, or 65,000 people. 

The District believes it must act now to meet future needs for District services. Construction costs are rising, and the land for District improvements is also becoming more expensive. 

New and improved trails, parks and natural areas are part of the bond measure. These open spaces contribute to cleaner water and air, and natural areas enhance habitat for fish and wildlife. The measure would also fund more athletic fields for youth and adult sports users. In addition, it would allow the District to improve some existing facilities and serve additional people.
